The Stories

Harper joined the Force in 1972 and retired in 2010. He married Rose Ann (Pshyshlak) and has two children, Carla Dawn and Kristopher Kevin, and one granddaughter Marynia Richer.

 

Harper thoroughly enjoyed his 38 years of service in the Force having and had the opportunity to work with individuals who were instrumental in serving their country and making a difference.


He retired at the rank of Deputy Commissioner then worked for the Saskatchewan Dept of Justice prior to retiring in 2019 and getting involved in the community as a Deacon with Roman Catholic Church. Regular member of the RCMP for approximately thirty-eight years, from 1972 to 2010.

 

He joined the Force in his home province of New Brunswick upon completion of a Bachelor of Arts degree from St. Thomas University.

 

He deems himself fortunate to have worked in all provinces, that is in all divisions east of and including Saskatchewan (“Depot”, “F”, “D”, “O”, “HQ”, “C”, “J”, “L”, “B”).  He also feels fortunate to have worked on Federal, Provincial (Contract) and Aboriginal Policing files.


As a continuous Learner, Harper was able to, on his own time, earn University degrees in Education B.Ed (Mount Allison University); Human Justice B. HJ (University of Regina); and a Master's Degree in Education M.Ed (University of Regina); Diploma in Administration (University of Regina).


During His first professional career he held a number of Command Posts, as the Officer in Charge of Kingston Ontario; Commanding Officer of “Depot” Division; Commanding Officer of “F” Division and Deputy Commissioner of the Atlantic Region.

He also worked on an international assignment as Interpol’s Special Representative to the United Nations before retirement.


After retirement from the Force, Harper worked for Medigas and as a full-time Justice with the Saskatchewan Department of Justice. Now, in his second retirement, Harper is actively involved in his church, ultra-marathons, and as an active supporter and life member of the Friends of the Mounted Police Heritage Centre.
