The Stories

My brother Stephen (Steve) FOSTER was born in Halifax, Nova Scotia in 1961. The youngest of three children, the family moved from Nova Scotia to British Columbia in 1968. Our dad, Gordon, was a Navy man and was posted from Shearwater to Victoria. Steve graduated from High School in 1979 in Victoria and it was there that he met his wife Edie (nee SAUNDERS). Steve had a brief career in the music industry as a singer and keyboard player in local Victoria and Vancouver bands. Steve and Edie married in 1984 and started a family in 1986 with son Adam and in 1989 they welcomed their daughter Stephanie into the world. Steve switched careers and became a consulting arborist. He was the owner and operator of Arborcare Tree Specialist in Victoria.
In 1998 with the encouragement of their neighbor, Brian KERR, who was the Corporal of the Street Crime Unit at the Westshore Detachment, Steve started working in the 911 call centre in Victoria as a civilian member. Later, Steve started working for the Special "I" section in Victoria as a monitor/interceptor. Steve applied for Regular Member status in 2002 and attended Depot in February 2003. Following graduation in August of 2003, Steve was posted to the Sidney North Saanich Detachment on Vancouver Island. Steve worked in the General Duty section for approximately two and a half years.
In 2006 Steve moved to the General Investigation Section (GIS) at the Sidney Detachment. Steve was an active hockey player and coach during this time. He was part of the coaching staff for the local Junior B Peninsula Panthers, and then at the University of Victoria, where he guided the UVic Vikes to the BCIHL Championship in 2009.
In August of 2011, Steve and Edie returned to Depot for the graduation of their son Adam as a member of Troop 20. Steve presented Adam his badge, a very proud moment. Adam was posted to E Division and served in New Hazelton and Duncan/North Cowichan on Vancouver Island before returning to his home town in Victoria at the Westshore Detachment
Steve specialized in Child Interviewing during his tenure at the Sidney Detachment. He was a Child Interviewing instructor and part of the EDiv child interview team. In 2016, Steve transferred to the Federal Serious Organized Crime section (FSOC) at Victoria RCMP Headquarters. He was seconded to the Integrated National Security Enforcement Team (INSET) as the affiant for a terrorist recruitment investigation and to the Vancouver Island Combined Forces Special Enforcement Unit (CFSEU) as the affiant for a large scale drug and weapons trafficking investigation. Steve retired from the the force in 2023 at the age of 62, returning to FSOC as a Reservist.
